    Your WordPress can’t load Usernoise files because it has no read permissions to usernoise directory. Try allowing “Everyone” group to read Usernoise directory recursively.

    All the other plugins are working very fine without any issue and second i am trying to setup site on localhost not even web host so there should not be any issue, please advice.

    Did you check filesystem permissions? Are they ok?

    I am working on localhost where should i check filesystem permission? everything seems fine to me as i said all other plugin i use working like a charm, please advice

    The idea is that your Apache process should be able to access all the files inside your WordPress directory. The most simple way is to give “Everyone” full read access to your htdocs recursively.
