Plugin which allows users to promote articles

Hello, I’m looking forward to install a plugin which allows users to promote their articles in my site, paying a sort of “fee”. It seems strange I didn’t find anything until now, do you know anything I can use to do that? Something that puts in evidence a blog post for a week by paying money or similar ??
