Plugin won't Activate

Last year I disabled and deleted the Sucuri plugin when I was chasing down a memory leak. Now that problem is resolved, I went to reinstall the plugin. It installed, but when I hit ACTIVATE, I get a message at the top of the plugin page saying it is Active, but it isn’t.
Thinking there might be a corrupt file, I deleted it completely and reinstalled. Same problem.
I successfully installed Sucuri on 3 other installs. On those 3 websites, it was a 100% fresh first time install.
