[Plugin: WordPress Download Monitor] MAX_FILE_SIZE in html form? What is that?

On a 12 MB file, I get this message:
The uploaded file exceeds the MAX_FILE_SIZE directive that was specified in the html form.
Now, I’ve already changed the required lines in the php.ini file for larger files (12 MB is way within the new limits).
I can upload the same file through a posted entry.
How do I change the MAX_FILE_SIZE in the “html” form? I can’t find it in the php.ini file.
