[Plugin: WP-Cumulus] Jiggle the tags when the cursor is out the widget

    Earlier versions used to do this, but the animation takes quite a bit of CPU power, especially on non-windows platforms. I got many requests to stop the animation and free up the CPU, so I made it fade out.
