I can’t say for sure that WP-Super-cache caused this problem, as I was deleting a group of plugins on the Plugin page, but it is the only one that had settings within the wp-config.php file which led me to believe it may have been a part of the issue.
After marking several plugins for deletion, some files in the wp-admin directory were corrupted which resulted in a php error on the next screen. Additionally, the initial <?php line of the wp-config.php file was curiously removed, which caused it to be now dumped as plain text on every page that loaded along with the php error above. I am no expert of the plugin delete system, but whether the WordPress plugin system or the delete functionality in the super cache plugin caused this, it seems like a major flaw as it would reveal the database credentials to any visitor on servers where php error reporting is enabled.
