[Plugin: WP Super Cache] mod_rewrite not working; use PHP or Legacy caching?

I haven’t been able to get mod_rewrite mode working. Pages do not match in testing.
So I’ve decided to use PHP or Legacy caching for now. Both work in testing. And the Google Speed Test score is nearly identical to mod_rewrite.
Barring any sort of quick fix with mod_rewrite, what’s better overall between Legacy and PHP?
