plugin.php and plugin-install.php broken 500 Internal Server Error

I can’t recall when this issue started, but when I try to go to plugin.php and plugin-install.php, I get an internal service error. I have tried backing up, then re-installing WordPress, but I get the same error. Any insight or ideas would be appreciated.
