Plugins

Hello,
I am wanting to add plugins to develop my blog more. I am an elementary librarian. I am unsure how to add plugins – I thought I would be able to click on plugins, add plugin. If I am in the www.ads-software.com administration site, and I click on plugins. There is no “add new”. It only gives me a list of plugins already installed – Con someone helps, please? Thank you!
