Polylang – can I use it for any language?

After that you can use Codestyling Localization. You will be able to translate wordpress, your theme + plugins.
Codestyling Localization will create your file .po .mo.

I have checked the other post and followed the link (https://wpcentral.io) to find Locale and none of the languages that I need are not listed there.
Is there a way I create these locales?

I meant none are listed.

If wordpress didn’t create these locales you can create your own locales.
Create your locales on this pattern: language code in lower case_country code in upper case.
