Pop up link

Hi,

Is there a way to make it so the pop up doesn’t just pop up when you go to the site, and instead pops up when you click a link on the site?

If you look at https://www.marshallrealty.net/, scroll down to short sales on the left hand side, and click on “Find Out More” this will demonstrate what I am trying to achieve.
