Pop-up only on click in footer

    I am trying to add a Disclaimer pop-up on-click in my footer. I cannot get the text to click. My footer used footer widgets, and I have tried to use the text and Custom HTML options, with no luck.

    I only want the pop-up to display when the text is clicked-not when the page loads. When I followed previous instructions, the disclaimer appeared when the page loaded before I clicked the text.
