Pop up should always be shown

I liked your plugin and I am able to show it.
I want to use the pop up on a page where a form has to be filled. This form will be shown to logged-in users. I have managed to achieve this. But, I need Popup to make the non-logged users get this message. This also has been accomplished. But, it should be shown to a non-logged in user if he opens a page after one minute of viewing it. I am able to set the time as one hour and not less than that. Any other option to show it even if the visitor has seen the pop-up and refreshes the page immediately.
