Pop up shows after a long delay, and so does banner…

Hi there, I’ve been having some trouble with setting up the right cookie notice for my website. I want a pop-up every time anyone visit my website, that doesn’t allow them to scroll through the content until they accept or reject cookies. However, when I tried to set this up, the Pop-Up doesn’t show on the homepage or takes a long time to load, and a drop-down banner at the top of my page appears as well. Is there a way to stop the banner showing up at the top and making sure that the pop up is the primary way to accept cookies?
