WPP uses post / page IDs to keep track of views count. Since external links don’t have associated post / page IDs in your database WPP won’t be able to track them.

To be honest I don’t think there’s a plugin out there that can do what you want since it’s very specific to your site / project. You should consider the idea of hiring a developer to build it for you.
