I am having the same issue. The pop up works if you’re logged into the site, but does not appear for users not logged in.

Could you please provide us the URL where the popup is supposed to be triggered?
Also, please send us a screenshot from your popup’s event section.
Meanwhile, please select from the Display rules “Everywhere” and check if you can see the popup. We need to make sure that the issue is not with the certain page only.
