“POPUP” will show only for the logout users

We think the Advanced Targeting Conditions (ATC) – Is Logged In will work with your requirement.

The advanced rule will tell the popup to display for login in users. However, it does not have the option to redirect to the associate link. You could add a link in the popup content where they can select and redirect to the page.

For log-out users, could you add a negative condition in the second popup? The rule tells the popup not to display for logged in users. Here’s a what the advanced rule will look:
