• Steps to replicate:
    1. Create a Plugin Filter
    2. Add the URLs
    3. Disable a few plugins
    4. Publish the filter
    5. Plugins chosen are disabled/organized and saved.
    6. Remove all the permalinks
    7. Save
    8. Plugins chosen for disabled/organized and not saved.

    Just reporting this if this is a bug because I have a scenario where I just want to prepare the plugin filters before I add permalinks.

    Without a permalink the plugin filter doesn’t technically exist in the database. So it would have no database entry to tie the settings to.
