Possible for a visitor to choose a recipient from list?

I want to provide the visitor with a choice of the recipient.
IE they choose John and the form sends to John.

I found an instruction article from 2016 but I’m still confused. It seems outdated and vague. I’m hoping someone can point me to a tutorial.
