Possible to limit to certain users uploads?

Thanks for this but I guess my question was not clear enough.
I don’t want to restrict image uploads to certain users.
I want to restrict image optimization to certain users.
Not the same approach.

The reason is that I want to run optimization only for users others than the Admin, because the Admin (myself) already optimizes images before uploading and don’t want having a sort double process optimization on my own uploads.
