Possible to "select a contact" from drop down menu?

Hi,

I was wondering if there is a way for a user to select which department they want to email? Example: The user can select from sales, corporate, marketing, management, finance. Each department has its own email assigned. If the user selects that department and sends a message, the message will be send to that specific email
