Possible to shift inbound link's SEO influence to site at new URL?

  • What you want is done in the .htaccess file using a permanent redirect, probably a 301. Since you say that you are unable to use redirects in any form, then I am afraid that you are out of options.
    Suggest that you get and study a manual for .htaccess and see which options may be available to you.
