    I have a post comment box as if it is a blog post page, on a page.

    Click on edit page > find Discussion (enable it from the settings if it is not) > uncheck the comment box checkbox.
    Let me know it works or not.

    In Discussion Settings, I don’t see a box to “enable” Discussion, specifically.
    In Edit Page, I don’t see “Discussion”
    In Edit Page, I do see:
    Main
    Shortcodes
    Header
    Logo
    Menu
    Title
    Breadcrumbs
    Footer

    No, not in the OceanWP settings metabox. It should be on the default wordpress settings – in the right sidebar if you are using Gutenberg editor. If it is not there, then click on the menu icon (the right of the publish button) > Option and enable the Discussion checkbox.
