I want to remove unwanted characters to correct the error that change letter x to × same issue with (&)

that not what i meant to insert characters. I want wp to stop converting characters like this example:

This is a normal link
https://example.com/video.php?id=0x2419&width=640&height=460

after posting that url it change the letter x to × character making it cause my script to be broken
https://example.com/video.php?id=0×2419&width=640&height=460

The only way to fix this is use HTML URL Encoding Reference by W3schools adding a #number to replace letter ‘x’
