Post per page starting from first one

So, I set WP to show 7 posts per page, but let’s say I have 10 posts, this is what comes out:
Page 1 – 7 posts
Page 2 – 3 postsI DON’T want this, so how to have instead:
Page 1 – 3 posts
Page 2 – 7 posts
