Post position locking

I’m looking to find a way to lock the position of a post. I’ve got a title post that I’ll update periodically but I want it to stay at the top of my blog. I could modify the theme of the code so that the information in the post stays in the top of the theme but I’ll probably be doing this with other posts too. I’ll be posting pictures and other tidbits on the site and occasionally I’ll not want them to be replaced with new posts.

Example:
