I recently added Postie to a new installation of WP 4.2.4

At first it worked. Then I began to get an error message to the effect that the server refuses the connection.

When I saved the configuration setting, thinking to send them to the web host, I noticed that the TLS setting is apparently ‘YES’ even though I set it to ‘NO’ in Postie’s settings page.

The incoming mail server, user name (for the account dedicated to receiving e-mails to turn into blog posts), and the account password, are all correct. I have tried with both the fuller user name (<username>@mailserver.com) and simple user name (<username>). The server continues to reject Postie’s connections.

I have a deadline coming up! Suggestions?

Not sure I understand. If the host requires TLS you need to turn it on.

I did not say the host requires TLS to be on, Wayne.

When I set TLS to ‘NO’ my mind was relaxed but attentive. I want TLS set to NO. My concern is that Postie might have it set to YES despite my command to the contrary.

Postie does what you tell it. If you set TLS to No then TLS will not be used.
