Pre-select dropdown & direct to anchor

I have a form with multiple contacts in a dropdown. I want to allow the user to click on a link and for that person to be selected in the dropdown when they get there; but I also need to send people to that part of the page with the anchor #contactteam. It was working at one point some months ago, but seemed to stop.

Why can’t I seem to have both in the URL?

For example

https://www.thymicuk.org/about-us/our-team/?recipient=Oliver#contactteam

Rather than

https://www.thymicuk.org/about-us/our-team/?recipient=Oliver alone which works

https://contactform7.com/getting-default-values-from-the-context/
