Preload not work

  • Hi
    I can’t get the preloader to work. WP cache and WP super cache are 0.
    Test cache says OK
    I get the message:
    The WP_CACHE line must be moved up. It IS at the top.
    I deactivated Cloudflare – no difference. I do not run any other cache plugin..
    The debug does NOT show anything at the bottom of each page.
