Preserve VAT in base country -option does not work

    Hey,

    In my store the location is set to Finland. The plugins “Preserve VAT in base country” is checked, so I’d expect VAT numbers from Finland to get validated, but the VAT amount to remain the same.

    When I test the VAT validation with a billing address from Finland and a VAT ID from Finland the VAT gets validated okay, but the VAT is deducted and set to 0 — whereas I’d expect it to be charged to the customer in the same country.

    Can you reproduce this?
