Pretty permalinks for static pages, without Modrewrite nor Pathinfo

I was wondering if it is possible to create pretty permalinks for my blog’s static pages without modrewrite nor PHP pathinfo. I was thinking of creating page-name folders in my blog’s folder, and place an index.php in each that calls the content of the WordPress index.php, but forces it to load the content of a certain page.
Is this possible, and if so could you please steer me towards some relevant readings?
