    Is there a filter available I can add to force this to remain on?

    Prevent caching of objects after settings change

    Thank you for reaching out.
    Once the mentioned option is enabled in W3 Total Cache – Browser Cache settings, it will remain on until disabled manually by the user.

    Can you please share if you are experiencing the problem that the mentioned setting is being disabled for some reason?

    Hello,

    There’s no issue/problem with the checkbox itself.

    Simply querying whether the filter exists?

    There is no filter, however, you can use wp-cli:
    wp w3-total-cache option <operation> <name> [<value>] [--state] [--master] [--type=<type>] [--delimiter=<delimiter>]
