Prevent Manual Order TAX Errors when manually adding orders in admin

When you create a manual order in admin, why is tax not calculated when you click SAVE underneath the order entry block (not the create order button!), after adding the products and shipping to the order? Currently clicking save only calculates the order without TAX.
This means you have to click the same SAVE button again, which has now turned into a button called Re-Calculate, in order for the system to then check the order details against the TAX system in woocommerce.
This results in huge manual order errors because people will and are forgetting to click this button a second time. It also results in huge admin problems when you create an invoice which then has now tax on it, when it should.
I appreciate that woocommerce is an ecommerce system, but it needs to be able to handle manual order entries easily and efficiently like every other dedicated ecommerce platform.
Tax is correctly setup on woocommerce, because all my web orders work fine.
