Prevent purchase based on address

Is it possible to set this extension to prevent purchase to a customer with a US address? I have a client who cannot sell their product directly to consumers in the US, but they can sell directly to anyone outside of the US. I have to direct US consumers to another source off-site. Additionally they are going to add many more products, which will be available to US consumers through their site, so we’d like to set up a commerce plugin. This has been given to me as a rush job, so I’d love to know the answer as soon as possible.
