“Previous Entries” and “Next Entries” don’t work

On the home page, there is a link that says “Previous Entries” and “Next Entries”. When I click on these links, I just get the same entries, over and over.

I looked through index.php and couldn’t find these links. Where are they and how do I fix them so they work (or get rid of them if I can’t get them to work)?
