Our plugin WC Catalog Enquiry removed the add to cart button for both shop page and single product page.

But if you want to add the add to cart button for single product page too, then you have to do custom code and add this feature using woocomemrce’s hook/filter – https://docs.woocommerce.com/wc-apidocs/hook-docs.html

Alternatively, you can use WooCommerce Catalog Enquiy Pro (https://wc-marketplace.com/product/woocommerce-catalog-enquiry-pro/) and enable this option to show add to cart option.
