Primary category not saving

WordPress 5.4.1
Theme: Rehub (issue still occurs setting to TwentyTwenty theme)

If add a product to two or three categories and then set one of those as the primary category, the primary category has no effect and the product remains in the wrong category.

The breadcrumbs on the WooCommerce single product page show the product being added to some other category – not the one I set as the primary category.

I’ve disabled all plugins but WooCommerce and set theme to TwentyTwenty – no change. The breadcrumbs show the product in the incorrect category.
