Primary site on multipress network will not load

I enabled multisite on an existing wordpress website. Everything seems to be working properly. The site in question is listed on my multisite dashboard as the Primary site but when I try to visit the site it forwards me to a page to set up another site… all of my existing webpages forward to wp-signup as seen here: https://www.juliedulong.com/wp-signup.php?new=juliedulong.com

I’d like to get this sorted before I start transferring my other sites onto the network.
