Privacy Policy Setting Missing on Admin Panel

On one of my sites, the link for the Privacy settings is missing. So under Settings there is no Privacy link. It’s not a specific page I need help with, so a page link isn’t useful. It’s just not there. I see it on my other sites. All my sites run the same theme. I deactivated all my plugins to ensure it wasn’t a plug-in conflict and that didn’t change anything. I even changed to the default theme, but that did nothing.
I am running WP 4.9.7
Any help would be appreciated.

Did you try to directly access the privacy settings page
