Private Category only shows up for Editor or admin

Hello,
When I set any event to the category with the private setting, it will only appear to users that have editor or admin level access. Subscribers cannot see the private content.
Is this how it is supposed to function?Is there a way to change it, so logged in subscribers will see the private content?
