Private contacts for selected members

I am putting together a site for a friend, where the users deal with sensitive personal issues. There are public pages and a forum. Only registered users can post on the forum. My friend wants a contact area where some users can post up a profile and contact details, so these users can contact each other offline or privately. These users would need to be apply to and be approved by the administrators, to gain access. Normal registered users should not be able to access the private area.

I’ve tried a few plugins for roles(AAM & User Role Manager) and restricted pages (WP Symposium) but can’t find a combination that achieves this goal. Can someone point me in the right direction?
