Private file into public folder

Hello,

I didn’t find that in existant topics..
Is it possible to create a restricted file into a public folder ?
I want to create two folder for every members, and put inside them files with restrictions.
I want to put for exemple, pay slips for each members, but only visible for the member concerned.
I can’t do that because when i create a public folder, i can’t create a private file in it => getting outside my folder.

Can you help me ?
