Yes, access the normal page is ‘primary’. Access to the private pages is an addition to the ‘primary’ one.

I think my problem can be solved only with the Pro version? Because the free version does not separate “page” and “private page” ..

You may set with Pro version what pages may edit user or role:

Pro version allows to restrict view access at front-end for the selected pages as on the page level, as on the role level:
https://www.role-editor.com/content-view-access-restriction
