Problem after WP 4.9 installation, Creating new topic problem

Hi,

When i upgraded version 4.9x, i encountered problems like creating new topic and mainpage admin bar located at the footer. Here is a pictures about my problem.

I tried to downgrade and upgrade wp couple of times. This solution fixed my problem nearly one day. After one day, the errors are occurring again.. :/
