Problem in add media

I am learning wordpress. My wordpress site is installed on localhost. When I am trying to upload image for post, it doesn’t work. The following message appears:

“Lychee_Litchi_Chinensis_sweet_tasty_fruit05.jpg” has failed to upload due to an error
Unable to create directory wp-content/uploads/2013/02. Is its parent directory writable by the server?”
