Problem migrating to Godaddy host…

I’m trying to move a site back to a Godaddy Linux hosting plan. Originally it was on a WP Managed hosting plan. To switch it to a Linux plan I needed to back it up, close the account, then upload to the new hosting plan.
To do this I used the Plug-in wp-Clone. I have used this plug-in dozens of times and never had a problem. Until now.
The site would not restore to the new godaddy host. It would kept getting stuck and then give a 404. To test it I uploaded it to my own server not on godaddy and had no problem restoring it. I was also able to move it from one account to another on my server no problem.
So then I tried using backup-buddy and duplicator, both of which I have used before with no problem, to no avail. Finally I decided to do this old fashioned way and manually migrate it.
These are the steps I took:
1. Backed up the Wp-content, wp-admin, and wp-includes folders.
2. Exported the database in myPHPadmin
3. On godaddy installed WP using cpanel installer.
4. Deleted Wp-content, admin, and includes folders via ftp
5. Uploaded backed up copies of same folders from original site to Godaddy.
6. created a new database and db-user on Godaddy Cpanel
7. Imported backed up DB from original site to new DB on Godaddy.
8. Edited wp-config file to reflect new DB name, user, & password.
After all that, when I went to the site it brought up the wp-installer page as if I was setting up a new WP install.
I’m really at my wits end. Something is obviously going on with Godaddy but their support with WP is not good.
