    Please never share the URL of your backup on this forum, if you can edit your post above, please remove the URL, the backup may contain sensitive data of your site.

    But in this case it’s quite useful that you shared that.
    I can see that this backup is incorrectly created it does not contain database and proper files like site manifest.

    Nevertheless it’s not related to the error you get. Something blocks your request I think it may be your hosting provider. The solution for that should be simple as tweaking one setting in “Other options” section.

    Please set above on your source site, where the backup was created.

    0. Go to the site that you want to clone

    2. Once you save it please open “Other options” section and find this setting: https://prnt.sc/1s1ofpa
    3. Disable PHP CLI checking: https://prnt.sc/1sljr31
    4. Double check that you set alternate download method: https://prnt.sc/1slr41w
    5. Save this section
    6. Make new backup
    7. Try to run the migration once again
