Problem with Default upload size

Default wordpress upload size is 1 mb. i tried by creating php.ini
upload_max_filesize = 32M
post_max_size = 32Mbut nothing happends. my hosting is in GoDaddy. Hosting default size limit is 32mb. Pls help me in this matter.
