Problem with menus

Users of IE and perhaps others cannot navigate the top menu but can navigate the bottom menu. Nothing happens if they click on the menu item. That is one problem. The other is that I want the navigation to go above the random header images, not below. How can I accomplish that in the free version of Nictitate? Otherwise, I’d be happy to just use a simple right sidebar and abolish the other menus but all sidebars seem to want to place the menus above the body rather than in a proper sidebar location. Any assistance would be much appreciated.
