problem with personalization home page

I have two domains
The same version of wordpress and the same OneTone theme is installed. Entering domain 1, then Appearance – one tone theme – personalization, the following functions appear:
-OneTone; Home Page sections
-OneTone; Home Page Options
-OneTone; General Options
-OneTone; header
-OneTone; Pages & Posts
E.t.c.
The first four functions are responsible for the appearance of my main page, which is why thanks to these functions I can change the text and photos on the main page. And on this domain everything is ok.
Going to the domain of the second Appearance – Theme OneTone-Personalization, there are functions such as:
– OneTone; Pages & Posts
There are no first 4 functions thanks to which I can change the content of the main page.
Disabling the plugins did not help, and removing the theme did not help.
